One lane of the Medway Tunnel was closed due to an obstruction, causing long queues for drivers.
Police were spotted at the scene assisting a lorry which had broken down.
There were also unconfirmed reports of a vehicle crashing into the stranded HGV, causing further delays.
Jordan Bluer from Kent Police said: "We were called to a broken down lorry on Pier Road, Gillingham, at 7.58am on Friday 2 February.
"Officers are at the scene. A lane closure is in place."
The road reopened just after 10am and delays have since cleared.
